Herbert Edward Slocumb was born on February 22, 1920, in Reading, Massachusetts, to Ruth F. Morgan (1899-1944) and Herbert Edward Slocumb Sr. (1892–1966). Herbert Slocumb Jr. married Evelyn Irene Forrest in 1942 in Quincy, Massachusetts.
On September 23 1942, he enlisted into the Army in Boston, Massachusetts. The Morning Reports from May 18, 1945 list him as assigned and joined G/331 from the 36th Reinforcement Battalion. At that time, Company G was on occupation duty in Germany.
Herbert Edward Slocumb died on July 6, 1983, when he was 63 years old. He was preceded in dead by his wife Evelyn Slocumb (1920–1980)
