William Carroll Price was born on January 25, 1918, in Stuttgart, Arkansas, to Elizabeth Lillian Murphy (1891–) and William Anderson Price (1879–1949).

William C. Price enlisted on October 23, 1942 in Washington District Of Columbia. Early April, 1944 Cannon Company was stationed at Camp Shanks from where they left the US. They headed for Europe aboard the HMT Samaria. The Morning Report listed Cpl. William Price as Non Battle Casualty and duty to Ship Hospital on April 10, 1944 and returned to duty from Ship Hospital on April 14, 1944. He arrived in Liverpool on April 16 from where they left for Wales by train. The Morning Reports from January 31, 1945 listed Sgt. William Price as Non Battle Casualty and transferred to 102nd Evacuation Hospital and Assigned and joined from 18th Reinforcement Depot as of February 18, 1945. Cannon Company of the 329th Regiment was in the vicinty of Rijckholt, The Netherlands at that time. On June 1, 1945, duty changed from (539) to Gun Crewman, Light Artillery (844).
July 10, 1945, he transferred to the 393rd Infantry Regiment, 99th Infantry Division, with this unit he was then discharged. For his service he was awarded the Combat Infantryman's Badge, the European African Middle-Eastern Campaign Medal and the Good Conduct Medal.

William Carroll Price married Mary Cruse Foscue in District of Columbia on September 13, 1946. They had one child during their marriage. He died on August 7, 1993, in Anchorage, Alaska, when he was 75 years old ans is burried at Fort Richardson, Alaska.
